GRSF and WHO Host Speed Management Manual Webinar

February 21, 2024

An online webinar to explore the updated contents of the second edition of the Speed Management Manual was delivered on February 21 by GRSF and supported by Bloomberg Philanthropies Initiative for Global Road Safety. Over 500 participants attended from all over the world.

The webinar opened with remarks from Rebecca Bavinger (Bloomberg Philanthropies), Etienne Krug (WHO), Saul Billingsley (FIA Foundation), Dave Cliff (GRSP) and Said Dahdah (World Bank, GRSF). This was followed by a technical presentation by the manual’s authors—Alina F. Burlacu, Eva M. Eichinger-Vill and Blair Turner (World Bank, GRSF)—that focused on the new insights and guidance contained in the second edition.

The authors presented the necessity for updating the first edition of the manual (published in 2008) to incorporate the latest scientific evidence related to various risk factors, and the effectiveness of interventions and wider knowledge about vehicle impact speed and risk of death for pedestrians and other vulnerable road users.

New highlights in the second edition of the Speed Management Manual include:

  • Full consideration of Safe System approach and survivable speeds
  • Latest knowledge on road safety benefits of managing speed
  • New focus on broader benefits: environment, health, livability, travel
  • Updated information on interventions and their effectiveness
  • Updated information on implementation of these interventions
  • Data needs, pilot projects, community engagement, strategy development
